seeing most of the top Spriests going 10k haste than gemming/enchanting crit. Shouldn't they be going for 12k haste before going for other secondaries?

10k haste is the point where haste = crit.

For every point of haste above 10k; crit gain value over haste until 12k, where mastery also gain value over haste.

As long as you can reach your third VT, you can cut down haste at 10k.

Pretty much this. Get haste up to a point where you're comfortably reaching 3rd VoiT, but not over 12k, then go for crit if between 10k and 12k, go for mastery if above 12k haste. Most good Spriests can get to 3rd VoiT just fine with 10k haste, but that's not everyone.
