6 years in jail is hardly enough for someone who has molested underage individuals. If someone did that to your young sister/niece you would want justice not a slap on the wrist.

Luckily, the system of justice works independently and doesn't let heated citizens take justice in their hands.

I'm going to go out on a limb and bet PM Trudeau would say something like " Even though his crime was reprehensible, Canada is a nation of laws that respects everyone's rights, even those of people we find to be disgusting."

Thats not why it was reduced. Its the fact government employee participated. He still requires a form of compensation one way or another. Government is not allowed to brutalize you in jail.

It will benefit you, if tomorrow you get accused in something the government finds horrible at the time, get jailed, and the government will treat you with respect regardless. Now unless civics has failed me... bills are drafted and passed thru the house or the senate, sent to the other chamber, if they pass there then they are sent to the executive branch for the President or Governor to sign, with the appropriate signature affixed then they become a law... So, to answer your question, I would say it was a cooperative effort of the legislative and executive branches that makes these decisions.
