I think that mind sear is sort of a passive bonus to mind flay. so the primary target takes 'flay' damage and the aoe damage is 'sear' damage.
it's hard to understand exactly whats going on with the changes when we see them in iterations like this
I could just be retarded but those Shadow notes made me do a double and triple take to understand what they were doing and I'm still not sure.

The aoe effect from Mind Flay has been renamed to Mind Sear. Simple as that.
I thought that Mind Sear was readded, but does the SW:P damage thing that was added to Mind Flay. How I read it at least...

i'm pretty bummed about these changes. at this point it doesn't really feel like the spec i signed up for at the start of the expac

Not really a nerf, but the changes are pretty confusing and... bad.
Sear as a passive is worse than sear originally, but probably better than the previous flay iteration.
Mind Spike is a change, it has a bit of a niche now (detonating dots on mobs that wont live long enough to reapply dots, pre-phase change when dots will fall off shortly anyway, etc), but it is still quite bad because... detonating your DoTs is not going to do you much good when you need to reapply anyway.
Leg Shoulders change is good, it works now compared to previous PTR. It will also give you a boost on your first VF in a fight which is nice.
Sephuz is potentially nice on a fight you can dispell (mass dispell on dragons for instance)
New cloak is nice.
Void Bolt is still worse than live in general (for what we were good at - split target multidot).
as a previous sub rogue i can tell you that they don't give a rats ass about how the spec used to play. if i buy their class fantasy at 7.0 i shouldn't have to put up with a new "smoother" gameplay in the middle of an expac. this is the kind of change i would see in a beta build not on live

or even blood DK i used to love the old blood dk i played one since release as main tank for years in a progress guild even when it was not the most OP tank for hc /mythic progress i love him and had fun...
until they fucking destroyed the class and it plays like some toon i never played befor.. well RIP its just like they dont care at all that maybe poeple play a class because they like the play style and they just destroy a spec cause they are to bad to find an other way to balance it

Just with the mind sear change they've lowered the skill "cap" on the legendary ring and they've fucked us over in pvp unless we get to SW:P our arena partner so we can mind sear them to break peoples stealth. They either don't think stuff through or don't care.
it got worse, it went from 3 second extension to 2 second extension, almost impossible to break even now.

everyone screamed "blizz pls dont we like the full refresh" as their feedback for this change.
what do they do with it? make it even weaker!
at this point they just want to see us suffer. and cry.
