...And that's probably for the best.
My idea of World Building has evolved a bit since Cataclysm. After Garrisons and Order Halls, I no longer think givinng players too much control of the world is a good idea.
My idea of creative world building is now something similar to Wintergrasp, Tol Barad, Crusaders' Pinnacle and to a lesser extent Suramar: The server works together to change an already existing area. There would be no level restrictions but the most impactful quests are available at the max level.
I'll use Crossroads, Sentinel Hill and Gadgetstan as examples:
- Crossroads: The Horde has decided to further develop The Crossroads, cementing its importance to the Horde between Orgrimmar to the East and Thunder Bluff to the West. Players are asked to help by delivering supplies and recruiting specialists who will further develop the town into a major trade and military center. Max level tasks include defending workers building a bridge over The Great Divide from Quilboar on both sides of the crevice. Another task would be reactivating the resource gathering areas created by Garrosh during the Battlefield Barrens event. A third is securing the northern road to Ashenvale from Harpies and the Night Elves.
- Sentinel Hill: Stormwind is reinvesting in Westfall, which was devastated by both the return of the Defias Brotherhood. Now with the funding to finish securing Sentinel Hill from the Gnoll who've long threatened the peace, Gyran Stoutmantle would also like to restart the region's economy. The fastest way to do that is restoring Moonbrook, which had long been the de-facto stronghold of the Defias Brotherhood. The Brotherhood disbanded again but traces of them remain in the town. Max level tasks include securing Moonbrook. Another would be conscripting the homeless and unemployed, who would then be directed to help develop Moonbrook and Sentinel Hill. A third is investigating a strange rumor involving the ghosts of Edwin VanCleef and Mr. Smite in the Deadmines (!).
- Gadgetstan: Marin Noggenfogger has grown jealous of how powerful the Horde-aligned Bilgewater Cartel is becoming and has decided to expand his own level of influence. He's offering tons of Gold to anyone willing to help him stick it to Trade Prince Gallywix. Max level tasks include finishing Gadgetstan Harbor. A second is securing an overland trade route with the Caverns of Time by bulding a trade post on the coast. A third is building an outpost in Un'Goro Crater.
In short, I think any worldbuilding we may be allowed to do wouldn't be anything too dramatic or drastic. I also think any worldbuilding we're allowed to do shouid be ab 100% optional time sink. That's where Garrisons and Order Halls both went wrong in my opinion.
On that note: No, I'm not talking about Player Housing. That's a whole other topic. LOL.
