Plates of the Chosen Dead - Lowest Level Possible To Transmog?

I am talking about the Trial of Valor set. I know for a fact that my lv100 warrior can transmog it despite coming from a lv110 content, but can any one tell me what is the lowest possible level to use the model?

If you have a friend with the transmog mount, you can make a level 1 and check if you can mog to them. Or if you have the transmog mount and a friend with the set, they can make a level 1
