"Honor killings" are barbaric. Yes, it is a loaded word and is usually used as the opposite of "civilised". That's why it is appropriate for describing such an act.

It is not appropriate for a government to use it in official publications.

I generally agree with your expectation. However, euphemisms for phenomena people feel strongly about will just pick up the emotional charge of the word they replaced anyway. Might as well cut the crap.

Doesn't Canada already have a pretty strong border control policy compared to the US already? Therefore a "wall" wouldn't be needed.
