Public Service Announcement: 222x311 and Unleashed Power

I increasingly see 222x311 becoming the go to DPS build. Now in this build TG is hardly used but almost every guide recommends MoTG because Unleashed Power and Demon Reborn are supposedly useless for this build so you might as well take MoTG for that buff it gives TG when you do use it as a filler.

This cannot be further from the truth and a lot of people are missing what I believe to be the intended use of Unleashed Power so Im writing this as PSA

With Unleashed Power you have to take into account your artifact ability Overwhelming Power. Overwhelming gives you a 30% chance PER MOB to generate a soul fragment when you use chaos nova. So with Unleashed Power reducing the CD and cost of Chaos nova you can generate Soul fragments whenever you need them. You will usually generate around 5-10 fragments per use of CN on packs. This allows for a 0-100 emergency heal when you need it and it allows you to reset the CD on Eyebeam and Chaos Nova with your other Artifact ability, Feast of the souls, which reduces your CD for EB and CN by 5 secs per fragment. So Unleashed Power gives you a massive heal when you need it, and resets EB for the next pack due to fragments, gives a reduced CD on CN so with the fragments you get you can reset CN doing it again and again and again. So Unleashed Power + Overwhelming Power + Feast of the Souls create a very very powerful heal, stun and AOE damage CN/EB self feeding loop

To see that is this positive reinforcing loop is intended in the design of the talent you have to look at what the talent UP does to the cost and CD of Chaos Nova. With unleashed power CN has 0 fury cost and its CD is reduced so to just under Eyebeam CD (40 secs vs 45 secs) allowing you to stack them. The strategy on trash packs is to CN after every EB in order to generate fragments and start resetting the cooldowns on EB and CN as quickly as possible. Without the talent CN has a 1 minute CD and a fury cost which does not allow stacking. Their CDs wont match. But with Unleashed Power reducing to CD to just under Eyebeam CD you

EB -> CN -> generate fragments from Overwhelming Power -> reduce CD on both EB and CN from Feast of the Souls -> EB -> CN rinse and repeat

This is an incredibly useful and powerful loop which makes UP a much stronger talent than MoTG in the 222x3x1 build. This is supported by sims. UP will beat MoTG in both ST and AOE DPS and the default build should be 222x321 not 222x311

The default build is 222x311 because it performs approximately 1% better than the Unleashed Power variant--we are always talking about ST damage after all when talking about simulations in general. Additionally, in raids, there are generally speaking no mobs that can actually be stunned during raid encounters while forced movement makes Master of the Glaive an even bigger DPS increase.

However, in M+, picking MotG over the two alternatives is incorrect in almost every situation unless somehow the slow is required.

The sticky post on havoc says the exact same thing.

    Raid: Master of the Glaive
    M+: Unleashed Power
    Demonic: Demon Reborn

These talents generally have no bearing on dps. Pick Master of the Glaive to allow better use of Throw Glaive as a downtime filler in raids and Unleashed Power in M+ for more souls and more Eye Beam cooldown reduction. Demon Reborn is only useful in a Demonic build, as Eye Beam now increases the duration of Meta.
To reaffirm, we generally talk about 222x311 because it is the optimal raiding spec and our benchmark for ST fights. But I will agree with you, I've seen a few Havoc DHs coming in M+ dungeons with MotG.

Littlepwny is spot on. We might as well call the current cookie cutter build 222x3x1
