Until 7.1.5 the most obvious reply would be "do you have a high enough AK?", since most hidden skins are tied to a certain AK level. But now I'd say it's probably just bad luck.

I got the rat mount way before the skin, rng is a bitch. Just keep going, you'll get it.

Pure RNG. Took me weeks of farming, must have been at least 150 rares. I got the Ratstallion in around half the time. I understand your frustration.

I got the rat mount way before the hidden appearance. Just keep at it.

Pure luck, I got mine in about 17-20 kills .

im actually at 205 elite + 35 chests and 2 hours and half where i didnt count
still no appaerance :|
