Computer build for dad (returning gamer)

Hey guys, my dad decided he wants to get back into gaming (he used to play a lot of shooters 10-15 years ago).

    Here are the details:

    Budget: $700-1000 CAD
    Resolution: 1920x1080
Games / Settings Desired: Recent games (mainly FPS) on Medium-High
    Country: Canada
Parts that can be reused: Asus VN247
Do you need an OS? No
Do you need peripherals? Mouse, keyboard, and Wireless Headset (Headset excluded from budget since he's still debating)
Notes: He uses a 40" TV to watch movies so I'm guessing an HDMI will be needed.

    Thank you in advance,
    Frex

Here's another option on the bottom end of your price point. Shouldn't have any issues at 1080p for the medium to high settings.

I sat alone in the dark one night, tuning in by remote.
I found a preacher who spoke of the light, but there was Brimstone in his throat.
He'd show me the way, according to him, in return for my personal check.
I flipped my channel back to CNN and lit another cigarette.
