This is an event similar in importance to the Cuban Missile Crisis, and he's continuing doing normal everyday shit that can wait until after the massive international incident involving nuclear weapons was over. And considering his open friendship to Putin compared to how he's interacted with every single other world leader, it's getting really hard to chalk that up to incompetence instead of simply not taking action against an aggressive Russian state.
