It's been heavily redecorated, yeah, but the layout is about the same save for the big central building. Obviously it's not a pure copy-paste (that's, honestly, the absolute minimum that can be expected), but to claim "nothing in the old Dala is in the new" or "it's been completely remade" is just much closer to being "dumb" than the other way.

Of course, if you consider that Krasus landing is entirely remade and as such nothing like the previous one because they damaged a wall and added some rubble... yeah.
