Talents misplaced in talent tree?

Been playing my hunter for a while now, and I'm still confused about the placement of Murder of Crows and Stampede.

Murder is on the same tier as Barrage and Volley, wich are both primarely AoE and Stampede are on the same tier as Killer Cobra and Aspect of the Beast which are both purely single target.

Wouldn't it make SOOO much more sense to swap Murder of Crows with Stampede in the talent tree?

Blizzard doesn't want a talent tier to look like "AoE Talent #1, AoE Talent #2, AoE Talent #3" or "ST talent #1, ST talent #2, ST talent #3".

If you had only AoE talents or only ST talents in each row, you would always have a clear winner, since one would always be slightly better than the others. If you put AoE and ST talents in the same row, you can adjust from fight to fight.
