Can the nethershard gear tokens proc legendaries?

I know this was somewhat discussed ages ago and touted as enabling people to "farm" for a specific legendary akin to how it's done in D3.
The only thing I've seen so far is that there are two tiers, one costs 400 nethershards and one costing 5k. Is there any confirmation if any of these can proc a legendary or not?

The 400 no.
The 5000 yes, and if it does proc it'll be the same slot.

5k ones can, but it is very low. If you buy a head token, it could become a legendary helm for example, same as other slots

Are they affected by the "increased chance" for your first legendary? So if I farm these on a fresh 110 who doesn't have any legendaries yet.
