Help me understand Blessed Hammer (Protection)

Hi, i have just dinged lvl 15 on my prot paladin and i took this talent: Blessed Hammer. But it DOESN'T hit! I don't know what am i doing wrong i just can't hit anything with it. Could it be a bug or am i missing something? I mean, for example, i've been testing it on a group on mobs, used all 3 charges and they are still on 100% health??? Tried in on a single mob, nothing happened again for about 10 or 12 seconds and then suddenly, that mob was below 50% health. I really don't get it.
Have no problem hitting with my other abilities, btw.
