While rape culture is a thing this was a really poor and hamfisted way of trying to call attention to it. Its often really subtle, perpetrated by confidence games and gaslighting. Its reinforced by unclear circumstances, perspective disagreements (he said/she said), unequipped or unwilling law enforcement, and status rewards for the perpetrator.
It would have been better to have the guy talking to his friends ex post facto, cutting to a flashback of the actual situation of him pressuring the girl into sex (but in a way where she's actually scared to say no, and may only "consent" out of fear), and her friend knocking on the door asking if she was ok. That way you could see what doesn't line up even if the guy is technically telling the truth. Although that may be too long and nuanced for a 30sec commercial spot.
Heres an idea.... how about women take some damn responsibility for their own actions?
In your world women can do whatever they like without consequence for their own actions... How about if a woman doesnt want to attract unwanted attention that she take some steps to look after her own wellbeing...

Doesn't happen frequently enough? About 20% of female undergraduates are sexually assaulted. 47% of college student sexual assaults involve alcohol. In 2013, more than 14,700 students between the ages of 18-24 were victims of alcohol related sexual assault. You're right though, doesn't happen enough. How many women have to be raped for it to be considered a "stigma". 50%? 75%?
So what you are saying is, women should not have a nice time and get drunk? Ever? Do you hear/read yourself?
Do you make important decisions while drunk? I mean, really, would you sign a contract when drunk? I doubt it. And if you would, the person on the other side of the table would not allow you (unless it's a shady business). Yet you would have sex with a drunk chick who can't make a proper decision...
Having sex with drunk chicks is fine. It is. But not when she needs encouraging. When a drunk person, who's inhibition is already lowered due to the alcohol, needs encouraging to have sex, that person doesn't really want it and is effectively saying no. How is that difficult to grasp?
Start by analysing your definition of rape, and ask yourself whether or not "regret" count as rape.
Being flirted with is not sexual harrasment. Having sex when both people are drunk is not a rape from the man.
