Why does Concordence of the legionfall never proc for Prot?

You have to get all the other traits before Concordance unlocks to purchase. It isn't just the four traits surrounding it.

It doesn't proc because you haven't skilled it yet. It showing up doesn't mean you have it. You need all 51 traits before (all new traits and all existing 3 pointers extended to 4), and then you actually need to put a point into it. So Artifact Level 52 is when you can try again.

You need to put traits in all 3/4s (or 4/5, 5/6 or 6/7 with relics) as well before you can put a point into it.

For DPS and healers, it's 2000 primary stat.

It scales to like 12000 versatility or so when its maxed. Which is like 25% damage increase, and 13% damage reduction. Pretty nice if you ask me.
