Mage Tower no longer giving ap in raids??

Was this hotfixed and when?? last time mage tower was giving ap to everyone running 5mans and raids, but i read the tooltip and it only says: "Completing world quests has a chance to grant an extra AP token"

So its fair to say Mage Tower wont be giving you extra AP in raids and 5mans anymore??

Buildings buff are different each time they are build.
Find the buffs listed below

Nether disruptor
Potential buffs:
Fate Smiles Upon You - recovering Seal
Netherstorm - when u get Nether shards you have a chance to get extra Nethershards
Reinforced Reins - interacting with objectives and items in the world doesnt dismount you
Seal Your Fate - give quest to defeat boss for extra Seal

Mage tower
Potential buffs:
Knowledgeable - extra Artifact Power from Dungeons and Raids.
Power Overwhelming - extra Artifact Power from World Quests.
Reputable - Increase Reputation gains with Armies of Legionfall.
Light As a Feather - You gain water walking while mounted.

Command center
Potential buffs:
Heavily Augmented - completing WQ have a chance to reward Augment rune
War Effort - when u get war supplies you have a chance to get extra War Supplies
Worthy Champions - higher chance to get legendary follower equipment
Well Prepared - increase stats by 10%
