    I think you're misunderstanding. TYou're confusing 'money' (in having a value determined by treasury) with 'shredded bills' (which has no value, and had no value)

    These bills have been decommissioned, they literally can't be spent, even intact.

    The money in your wallet is just paper. It has no value beyond the value you put in it based on pure trust. It's a physical representation of a concept, nothing more. Whether that include circulated or not, a dot missing from Franklin's pupil, or such... that's totally up to you.

    Even if it was money that had been in a bank and used to transfer goods, you're still buying a 5 lb bag of shredded paper and thus, still rubbish either way.
