Yup always been this way. On some poorly coded private servers it actually increases your hit chance because the mobs don't just appear lower.
Funny little addition, but I too hate the blurry drunk effect.

It's been around as long as I can remember back in TBC. They aren't really low level though, just appear to be to get dumb people to attack them and die.
I think it also works in PvP. I have vague memories of doing 10-19 BGs in vanilla and seeing a level 9 once. Could just be me being crazy though.
There are also drinks that sober you up.
Starfire Espesso is a recipe that can be bought at many cooking vendors.

Only sold by a vendor in Shattrath. It doesn't sober you up at all, however.
TO FIX WOW:1. smaller server sizes & server-only LFG awarding satchels, so elite players help others. 2. "helper builds" with loom powers - talent trees so elite players cast buffs on low level players XP gain, HP/mana, regen, damage, etc. 3. "helper ilvl" scoring how much you help others. 4. observer games like in SC to watch/chat (like twitch but with MORE DETAILS & inside the wow UI) 5. guild leagues to compete with rival guilds for progression (with observer mode).6. jackpot world mobs.

Don't feel bad, I played for the first 11 years it was out, used to get plastered during ZG raids with my guild (we'd all get plastered) and remove the effects it added and I never knew this until right now. I think it was via a script command, idk, it was so long ago.
I need sleep.
Edit - We'd be drunk before going in and after leaving, so mobs and horde were seen while plastered.

I think that it's been in the game since vanilla... They don't actually lower level, they "appear" to be lower level... the same thing happens when you target players as well, or at least it did at one point, if it doesn't already.

i remember our gnome tank getting drunk on purpose for molten giants in molten core to become lower level, so they would miss him more. Im not entirely sure if the lower level really affected the hit table, but it was very common for tanks to get drunk in classic wow.

I have enough of EA ruining great franchises and studios, forcing DRM and Origin on their games, releasing incomplete games only to sell day-1 DLCs or spill dozens of DLCs, and then saying it, and microtransactions, is what players want, stopping players from giving EA games poor reviews, as well as deflecting complaints with cheap PR tricks.
I'm not going to buy any game by EA as long as they continue those practices.
