second BiS legg for Arms AOE?

I just got the Arms legendary legs(CS debuf on Heroic leap). It is probably the best for AOE but which one of my other legendaries would be the second?

Ayala ring(for new golden trait with Sweeping strike), WW belt or the shoulder?

If you got waves that die fast enough and come every 30sec or more then ww belt cause you don't need to leap more than once every pack plus you got artifact. If you have constant adds non stop then probably the shoulders.
