The Resto sham website called Chainheal has a solid guide on relic choice. It's a tad outdated but still definitely applies. The WoWhead shaman guide covers good points as well.

In short, Floodwaters if you're running a CH build in raids is very powerful and is our bis relic to that end. QA and Buffeting wave/Pull of the sea is also quite good overall in a raiding environment. However in general and certainly in dungeon content, relic choice isn't that critical for Rsham - Ilvl is king over trait choice.
