It feels clunky since at times when i do butchery or carve it doesn't refresh lacerate on my current target.
it also feels it doesn't always spread to another target.

But at times it does refresh and spread

is there RNG on it? or an internal cooldown?

Well, it should always refresh if you use carve and there are no other targets, if there are multiple targets it doesn't refresh on your current one, it just spreads it.

Butchery on the other hand is bugged. Even if you talented butchery, you can only spread lacerate in front of you, like if you used carve. That means that no matter if butchery hits a target behind you, you can't spread lacerate on it, you have to turn, this goes for refreshing on single target too.
