Secondly by enlarging NATO to eastern European countries, thing you promised you would never do, but since Gorbachev was dumb enough to not write anything down you did it anyway. Thirdly by developing an "anti ballistic (defense) system" in said countries, Turkey and Alaska, completely surrounding Russia.

To "follow through" all we need to do is to paint them with targeting radar, land or air. That's it.

If they decide to shoot down anything to prove intent it'll most likely be drone with plausible deniability (perhaps using some MANPADs).

But more likely there will just be reduction of Coalition flights in the area until some agreement is reached.

Russia might have a chance to score a kill if the object was to shoot down civilian aircraft.

MANPADS generally lack the slant range to be used against anything but low level aircraft.

The US has already said it will take appropriate measures, which is unlikely to include reduced flights.

They shot this jet down using a one page law passed a week after 9/11 to fight al-Qaeda. I'm not sure how it justifies attacking the Syrian Government in 2017 thats, in part, fighting al-Qaeda.
