The cloak was never any good to begin with tbh. Now it will be worthless, like every other DH legendary. Blade Dance has a 10 sec cooldown, on average we will get 1 proc every 100 seconds. RNG aside, 3 procs every 5 mins, 3 procs = 18 secs, which is equivalent to an extra use of CB. However, it can proc when you're dealing with mechanics, when you don't have fury, etc.

Even at 15% i wouldn't have bothered.
