The talon organization is essentially Cobra. There are several high command figures that run the whole show with one being dominant who guides Cobra's actions. When that leader gets pinched the next powerful takes over and so on until one of the members with more power returns or a new more powerful leader arrives. This also leads to in fighting, as Cobra Commander was always trying to get Destro killed and eventually they made Sir Pentor who became the uber leader. Note that Doomfist killed the previous Doomfist for the fist, the name and the power in Talon.

I believe the Cobra powerstructure went Sir Pentor > Destro > Cobra Commander > Baroness > Dr. Mindbender.

Also of note Reaper knows what Sombra did in Volskaya and has been keeping an eye on her.
