So if someone can't drive safely unless they're 10 miles under the speed limit I think it's time to turn in the drivers license. I'm talking 15 mph in a 25 mph zone. What do you guys think?

If you live in a developed country/area you don't need one to begin with...otherwise never.
When they fail their regular driving test (the driving portion).

Everyone ages at different rates. Someone who's 70 might not be capable of safely driving anymore, but someone who's 85 might still be perfectly fine.
It should be based on their health and ability to drive.
I've always been an advocate of people having to retake both the written and driving tests every time their license is up for renewal. If I have to do it every 2 years to maintain my engineer's license there is no reason the common man shouldn't have to do the same to continue driving a car.

We've had to take the license away from some of our older family members it's like you were trying to pull one of their teeth out with pliers. It means that they are losing their independence I think. But you can't let them kill someone.

My great-aunt was 90 when she died in a car crash she caused. Thankfully she didn't hurt anyone else. She'd gotten her drivers' licence renewed not 2 months before and was given a 5 year extension. She passed the written and vision test, but for some reason was not required to take the driving test. And I know without a fact that if she had been made to take it, she would have failed. She was all but deaf, even with multi thousand dollar hearing aids, she was always speeding, ran red lights and stop signs. I categorically refused to be her passenger. We had some paperwork stashed away. If we'd filled it out and sent it in the DMV anonymously they would've made her come in and take the driving test. But we never did because we were afraid she would get mad at us if she found out. And then she died and I wished we had.

When reaction times and eyesight become too impaired. Which is very different depending on the individual. If an elderly person starts crawling in traffic and having problems driving straight, maybe even sticking to the middle line way too much, it's a great time to stop them from driving.
I'm not sure I follow you -- License renewal (at least here in Illinois) is every 4 years. I know in some other places it's 5 years. Basically instead of just taking a new photo and calling it a day they submit to another written and driving test like they did when they first got their license. Both the rules of the road and technology has changed quite a bit even in the last 22 years since I got my own license.

Never. I went through two years of hell to get my license, nobody's taking it away from me, I don't care how many cyclists I have to mow down at age 90 driving 10mph.
In Denmark it used to be that your license was valid from when you got it until you turned 70, meaning a person could go for 52 years without ever having to have their license renewed, this was a problem since people who developed conditions that could potentially impede their ability to drive wouldn't be re-evaluated until they turned 70 and after 75 you needed a doctors approval before your license could be renewed.
However they changed that so that you have to have your license renewed every 15 years and our parliament also removed the law that stated that people over the age of 75 had to get a doctors stamp of approval before they could get their license renewed.
I personally believe a person should have their license terminated once they start to develop conditions that can cause them to be a potential danger to other drivers.

Well - as I need a drivers licence to survive - I imagine when I'm ready to die I suppose.
