Technically, you might be correct.. However, the poll is flawed, that you have to answer "I never broken the law" as there are many law breaks you cannot get arrested for, e.g. minor traffic violations.

Running a red light, 10km/h too much, not observing your duty etc etc will never get you arrested, as long there is no bodily harm included.... But you will still be fined..

Poll doesn't allow for this type of violation, thus "I have never broken the law"-answers..

Yup, exactly. The poll doesn't have any real option for people who never broke any law that would warrant being arrested - which is why, I suppose, a lot of people are picking this specific one. Sure, jaywalking (for example) is against the law, but even if you get caught, you won't get arrested for it.

The poll question is about whether or not you been arrested.

True, but Zell claims half of the people lie, because 47,45% (approx half) chose they have never broken the law.

And since there is no "I have committed a misdemeanor/crime for which you will never be arrested"-option, you have to choose the next best thing...

No but I (my parents) did get into pretty deep trouble as a teen for driving without a licence and helmet and not showing up to court.
