Vipers is account bound so you won't find any armor or weapons there on the trading post. So yes you have to craft them. The recipes are sold at the trading post though (you'll need 400 level profession to craft them). You can also get the recipes as a drop from the Tarir meta event in Auric Basin.

You can get viper ascended accessories from the living story 3 maps for their respective map currencies.
