I just got a balance legendary from ToS.. but my MS is resto.... i forgot to change loot specialisation... so does this legendary count towards resto legendary.. will it mean i have to wait longer now for resto legendary .. or does it not count because it s for balance?

Does not count for that if it's not a legendary marked for every spec. They changed it some patches ago that the pity timer works for every specialisation itself.

If it's a balance legendary it'll count as a balance legendary. You now have 1 balance, 0 resto, 0 feral, 0 guardian leggos according to the game. Assuming this is your first.

Bad luck protection is spec specific. If it's a shared legendary like Sephuz or Prydaz then your BLP would reset for all specs. If the legendary you got was for boomy only then your BLP for Resto would remain unchanged.

No.

Each spec has it's own increasing bad luck protection which slightly raises your chance to get a legendary with each chance to drop one where one doesn't drop.

When a legendary drops, it resets that bonus for the specs that can use that legendary (so if it's a spec specific one, it only resets that spec, if it's one for all druids, like the talent ring or one for that armor type it resets all of the specs bonuses).
