It depends on the math, sir, which no one can do yet. =] If math turns out to mean that 2 rapid fires is more DPS than 2% more damage to a fight then you would pull two from Tracking to that. Assumptions are just that: assumptions.

5 min Rapid Fire: average 2% DPS increase if you pop it on the cooldown
3 min rapid fire: average 3.33% DPS increase

Total gain: 1.33% with extra trinkets that's maybe 1.5%, but I don't see it going above 2% just yet. Might change once we see more trinkets from the expansion, but current math says 2% more damage is better.

There is alot of theory crafting to be done. Is is better to have 3% more damage on a tracked target or 30% reduction on cooldowns. This will require testing and it does depend on what pet special abilities may currently involve.
