path of frost question

ive seen a few videos about the ability path of frost, and i was just wondering what level you need to be to get it, ive looked in the talents trees, and at skills pages and havent been able to find it anywhere...

It's also bugged so the 'snowflakes' visual effect procs repeatedly even while mooching around the mailbox and in Ebon Hold, I kept getting the buff given to me for no apparent reason.

Also, once you turn it on, it seems to stay on until you get into combat.

There's a couple of different bugs:
1. If a DK has the buff turned on, everyone nearby (doesn't have to be grouped with the DK) gets the buff while they are in range
2. The talent seems to have trouble detecting exactly when you are on water, so that's why it's randomly activating when you are running around on land, in a city, etc.
