Sigil of Haunted Dreams vs Sigil of the Dark Rider

Was reading that Dark Rider was better for blood spec, is this true?

I would go with Sigil of the Dark Rider, because you deal more dmg all the time, instead of a chance to get more crit for 10 sec. And with Blood specc + decend gear you get enough crit imo
