Prot Weapon of Choice

As mainly an OT and trash tank what do you guys think broken promise or last laugh.

I prefer broken promise for the top end and it being a slow weap making my HoR hit like a truck. <-- trash king

Am i wrong about the weapon the should i go with last laugh?
