What are some of your ideas?
I'm expecting Syndragosa, Ner'zhul and probably both of the guys that died in the cutscene at Wrath Gate.
Syndragosa should be a fun fight
Ner'zhuls mortal form was destroyed and his spirit was transformed into the spectral Lich King, which was then encased in the mystical ice of the Frozen Throne atop the Icecrown glacier in distant Northrend.

I'm thinking part of the instance may be taken over by the Scarlet Crusade. Aside from that I think the bosses will be no name undead. The Lich King isn't really a people person.

I'd be willing to bet anywhere between 12 to 15 bosses.
#1, #2: Of those, you have the Lich King, which could potentially be 2 encounters.
#3: Sindragosa, more than likely the penultimate boss of the expansion.
#4: A gigantic Abomination. Because... you know it'll happen. (Gear Check)
#5: A Val'kyr (One of those ascended angel Vrykul things. She'll probably be the leading commander)
#6: Saurfang ressurected as a death knight.
#7: Some Lich of some sort.
#8: Mal'ganis and some other Legion / Scarlet Onslaught people, trying to break in and kill the Lich King as well.
#9: Valanyr, one of the Vampire dudes.
#10: A Nerubian of some sort?
#11: An ascended Vrykul King?
#12: Four Death Knights. They will be... wait for it... "Death Knight Council"
And there's your Icecrown Citadel. Maybe a lorelol surprise or two.

what would be awesome is that he's in Icecrown trying to get to arthas and you fight him to get to Arthas
it wouldn't surprise me to run into Mal'ganis there, despite the fact that he too is fighting against the Scourge, a battle against the players would be inevitable
Kel'thuzad also hints that he'll return again when he dies in Naxx, and the theft of his phylacathingy backed up that threat however Blizz since decided that he was killed and came back in Northrend only to die in Naxx again... however he still makes the same promise to return, so maybe he will
Bolvar would be unlikely to return as Scourge since his body was torched by red dragonflame. Saurfang JR's body was also burnt but as the Lich King stole his soul beforehand perhaps he could be in some kind of spirit form in the Scourge
given that Ulduar and at least one other dungeon will be patched in before Icecrown, along with presumably new quests and lore advancements, there's plenty of time for more potential bosses to be introduced, along with a few with no lore behind them
MAL'GANIS WILL PAY FOR THIS
i think we WON'T see mel'ganis in icecrown. heres why.
onslaught harbor. i see it turning into wotlk's magister's terrace and being instanced in 3.3. mel'ganis as the final boss, like kael'thas in MgT. hopefully it'll be tougher than the other instances like MgT was too. yes, mel'ganis, a 5 man boss.
in icecrown, i think a few of these are shoe-ins.
1. sindragosa
2. kel'thuzad(is the lich kings right hand...man? lich? w/e. he's the LK's favorite)
3. anub'arak. too lorey, way stronger than he is in azjol'nerub. the LK can rez him easily, and we'll have to kill him again.
4. a corrupted dragon. every expansion has them. vael, kalecgos. you could say malygos was this xpacs corrupted dragon, but i bet we'll have another one in icecrown.
5. a dreadlord not-named mel'ganis. the burning legion isnt gone, adn they have shown they dont like the lich king anymore.
6. the leader of the fallen blood elf prince race people.
7. saurfang/boromir(sorry if that's not his name) as an eradar twins/twin emps sort of thing.
8. arugal(if he's not in the 3.2 patch raid)
9. a leader of your enemy faction(alliance leader for horde, horde leader for alliance)
10. the gear check will be a named undead stormgiant mob
11. an angel vrykul(sorry if thats not what they are called) commander.
12. a vrykul leader, possibly a regurgitated king ymiron
there may be a few non-boss named mob cameos such as an undead hogger somewhere in, just for laughs.
im placing my bets on anub'arak.
i mean, the king of nerubians (am i right here?) being a 5man boss from the smallest instance in the game, tuned for lvl 74....

Just to make this clear Mal'Ganis is dead. He died in Warcraft 3 at the end of the human campain when Arthas gets Frostmourne so unless Arthas turns him into an undead or something we won't see him.

I don't believe we will see Kel'thuzad or Malygos. Anub'arak, one can hope, but I highly doubt it. There are some characters, that despite all else, I don't think Blizzard intends to bring back. Malygos is done, it's time to move forward with the Blue Dragonflight. As far as Kel'thuzad is concerned, he's died and been brought back twice. That's more or less cutting close to the quota.

Possible return of Anub'rak and Kel'Thuzad (Because they really are undead. Arthas can bring them back as many times as he wants I think)
Prince Theraldis (Assumed leader of the San'lyan (Vampire Elfs) from information gained during the quest Out Of Body Experience in Grizzly Hills)
Council type event (Most likely including a Necromancer, San'lyan, Death Knight, and Ymirjar (Vrykul who won in Jotunheim) )
Anub'rak or a crypt lord may be replaced in Icecrown with the underused Nerubian Vizier model.
Flesh Giant or Flesh Titan
Perhaps the spirit of Saurfang the Younger
