I have ran many 40 man raids, and even though they had their fun moments I would never want to run one again. So I would have to say definitely A HELL NO.

I can see why they were fun, but they really don't work out as much as people may think they did. I think 40 mans were 'more fun' to most people between one of two reasons: one, it was a crapload of people in once instance, and two, it made getting an epic that much more special. That aside, you have to factor in so many other things that sucked about them. 40 mans would be lagfests for quite a number of people with computers that otherwise perform pretty well. It makes the raid so much easier to manage (initial attendace, people going afk because their dog barfed, people dc'ing cuz their brother is dl'ing porn, etc) and makes it alot easier for you to get rewarded, which is half the idea behind raids. Sure, it may have been great when you finally got that epic piece after a couple months of farming, but its not so great if you're the guy/gal that didn't get shit after 3 months is it? The new system allows for more even distribution of loot, such as tokens, and everyone at least gets a little reward upon downing something (that would be the badges, which alot of people don't recall were not even rewarded in raids at the beginning of TBC). I think 40 mans would be better now than they were in Vanilla if properly implemented, but 25 IMO is the perfect number.

i really think it would be cool to do a single boss instance or a 2 or 3 boss instance for 40 man raids (no other option).

If you really want to do a 40 man raid, form one and go and raid the opposing faction's cities.

I never did 40 mans pre BC, but I have tried plenty of city raids with 40 people, and actually, the majority of them were retards. I can't imagine what organizing it must have been like.
