if you got the ilvl 256 t9 pieces, you wont even think about wearing 2 pc t8, since 2 t9 pieces alone would bring more than the 72 pp (2pc t8) alone through theri stats, and then theres the additional t9 4pc bonus which won't decrease our dpsOriginally Posted by Nezoia

It's a particularly nice set bonus... it makes VT a 21 sec cycle, it means less GCD's to refresh the dot which will equate to damage and it also means it will be 3 MB cycles before MB can conflict with VT if you happen to cast VT before MB. I think it's a good bonus and I'm happy with it, but it doesn't really stand out from the others, it's about the same dps gain.
T8 2pc:
DP is about 15% total damage so it's 15*0.15= 2.25% gain in total damage.
T8 4pc:
Too situational to estimate.
T9 2pc:
Saves you a GCD every 52.5sec, assuming 1.2sec GCD it's 1.2/52.5=2.3% gain.
T9 4pc:
MF is about 40% of total dmg and 5% more crit and 104.5% crit bonus dmg (metagem) it's 40*0.05*1.045=2.1% gain.
Basically we get 2 extra VT ticks for the same amount of mana, meaning we can push a extra two Mind Flays in.
That's *awesome* on a high level.
for Singletarget youre right, but if it comes to multi doting , the t9 2pc will rock and safe you more gcd's :>
t8 4pc is theoretical ~40% up (guessed) but mostly u cant benefit from the extra haste results in maybe ~50-60 extra perma haste
T9 pc4 Would insanly rock on Vesax or Hodir ! but its very good too on every other fight too:>

Yes, it's actually pretty insane on multi-target dps, and typical for raid-dungeons, the more difficult the encounters get, the more complex they become, and thus more targets there will be.
So overall it's a really super set bonus! Perhaps even slightly overpowered. (Don't tell Blizzard that!)
Yes, that's true, it will be very good on mimiron phase 4 type fights with 2-3 targets. Dmg/cast from VT will be huge, as long as you have enough targets to cast it on.
