TBH, you shouldn't really be using HoR on its own to start a fight, we have plenty of abilities for that.. or really on its own when you pull a mob off someone, you can always follow it up with an avengers shield to provide an extra boost (or exorcism until 3.2) on a ranged target, and to keep it in range you can always use righteous defense in a lot of cases to stop it running away again (assuming its not targetting another tank as that could get messy).. given the above it should be in range to get at least a judgement off, if not in melee range for hotr, shor etc.

What Zoialord said about the 969 rotation is right though, don't expect to be able to, or even try to bash it out in every situation because it doesn't work well. Some things never go to plan, sometimes you need to cast a hand spell or hit something else on the GCD, use an avoidance trinket or maybe the mob has a silence mechanic or charges someone, there are many things that interrupt the 969 rotation. However it is important to know how to get back into it once the silence is gone, and that mostly takes practice and familiarity.
