Because if it is then you're giving up some great utility (SoC glyph, SoV glyph or any other) just to make SoR on par with the other 2 :\

I'll still use SoC because of the 8% mana regen, with prot becoming more popular, imagine proly/priest double healer teams in 3v, I'd oom so fast, at least that would help me /shrug. I'll give up some higher judgement, non critting seal damage for better mana regen

*Edit* Did testing and my dps was lower using SoR :\. Non critting seal damage is pretty fail.
