    Warlock 14% talented... + boomkin/spriest 11% +ally racial 10%.
Balance druid talented is 262 I think.

General rule: 8% for physical abilities (yellows) to hit (includes hunter), when dualwielding 27% for melee white hits (19% hit penalty) and spells (be it Death Knight or Warlock) 17% spell hit.

    Wowwiki for the win also.

Re: Hit cap for each class?

There is no hit cap for each class- instead it is determined by what type of attack is being done.

-Spells have a 17% hit cap for boss level (83) mobs.
    - I believe that two handed weapons (and hunters) have an 8% hit cap
    - I think that the one handed hit cap is somewhat higher, not sure what it is though.

Classes that use both types of attacks like paladins and death knights work off of both hit caps but it is often useless for them to try to reach the high spell hit cap.

EDIT: Above post has confirmed that dual-wield is 28%. An important distinction must be made though between 'cap' and ideal hit. Rogues for example operate on the 28% hit but it would be ridiculous to go for that number. Instead they want 8% for special moves and ideally ~8.8% for poisons. You really need to look at your individual class.
Your comments are duly noted and ignored.
I punch a hobo every time someone says 'it's not a rotation it's a priority list lol'.

If you plan on being the Guild Leader of a 25man pve guild, you might want to really do your research and not ask for handouts...

The tooltip is wrong atm. Balance of power is 4% hit/6% spell reduction.

Sadly it's 4%, I did lengthy testing on a dummy and i missed 1-2% with my hit at 8-9%. 10% (the usual for moonkins) never missed. It's also been confirmed on EJ as a typo.

"Increases your chance to hit with all spells and reduces the damage taken by all spells by 6%."

Technically it doesn't say how much it increases your hit, but it is 4%.
