Someone please enlighten me

I'm a recent ele shaman turned enhance with some mediocre gear to start off. I have read Levva's guide and EJ's forums to get an understanding about how gear up as enhance but am so frustrated to see all this armor penetration on our mail gear. From what I understand you have to stack that stuff pretty high to be effective but is a less sought after stat in comparison to expertise/hit/crit/haste. Am I missing something here or are we shifting towards a new direction?

ArP is more of a backstat take gear that has it if its better then your current piece of gear, but yeah cap exp and hit then worry about other stats
