PTR, Seal of command AoE

Hi there, currently i am on the ptr testing some class changes etc

so i made a premade pally (my own's gear sucks) and decide to test some dps

singletarget:nothing special here, 3600 on the boss dummy.
aoe : here i was very surprised, the aoe capability of the "chain"-SoC seems very powerful to me, i did up to 9k sustained dps against the 4 lvl 60 dummies. so now my question:

SoC seems to proc off Divine Storm's SoC-procs also, i can tell this for sure cause i use msbt, and whenever i use DS, it displays "DS xxxxxx, 4 hits SoC xxxxxx, 12 hits"
Is this intended? i read on the front page it should only trigger from sealprocs of singletargetattacks.

nope, blizz didnt implent much of the change on the ptr.. just half of it

Would love to know if it is a dps increase in a 2 target situation as compared to SOV over an infinite period of time.

As Nienniora said, its not meant to procs from Ds.
Blue post about this: If the attack is already multi-target like DS, then only the damage procs, not the cleave.
