enhance shaman in pvp hit rating?

I know i need to have 5% for lvl 80
but that mean : 4% + 1% heroic presence? Or 5% hit + 1% heroic presence?
right now im 173 : 5.28%
want to know if i can drop to gain more dps whith gems
