Here's my take and I'm pretty confident that this is what it means:
Taking a look on the left side, it seems that it is a map legend. You have Levels, Spawns, Quests, Items and there is something up at the top, but it's covered. You also have Red stars for Raids and Yellow stars for dungeons.
Taking a look at Azshara the zone is Red and has a Q and a L that represent that there is new levels and quests in that particular zone. I believe that the color represents the amount of change. As we all know it will be the new 10-20 Goblin zone so that alone is a huge change.
Blue of course represent a completely new area.
Desolace will have a moderate amount of change to the area and quests.
All green areas should remain virtually unchanged or slightly changed.
I'm sure you get the point I'm making and shouldn't have to point out exactly every change.

For Kalimdor we can use common sense to figure out most of the north:
1-10: Durotar & Mulgore (with Teldrassil)
11-20: Darkshore, Northern Barrens & Azshara (new goblin starting area)
21-25: Ashenvale (seems to be the only 21-25 zone)
26-30: Stonetalon (seems to be the only 26-30 zone)
31-35: South Barrens (as shown on 046 leading to Dustwallow)
31-35: Desolace (as shown on 046 map leading down to Feralas)
Now the 046 map shows that:
36-40: Dustwallow and Feralas
41-45: Thousand Needles
46-50: Tanaris
51-55: Ungoro
56-60: Silithus
I would think, therefore, that:
41-45: Felwood
46-50: Winterspring
would be the most likely options, to make two of each band of those zones on Kalimdor, rather than Felwood being a third 36-40 zone.
With maybe even:
51-55: Darkwhisper Gorge
if it is set aside as a separate zone.
I'm curious as to the new flow of Southern Eastern Kingdoms though, as being a Hordie we currently have to do long runs from Arathi Highlands or Stranglethorn to get to The Barrens, so I wonder if they'll change that.
Interesting... can't wait to see how this REALLY plays out.
Something is odd on the map though, EPL is getting a medium revamp, but WPL no? And Hinterlands also stays the same? Unless the colors means changes in terrain wise and not in buildings and quests.
Anyway, I dare to guess that EPL will be the official Ebon Blade zone for now on.

EPL finishes at lvl 50, and Tanaris will now start at 50 and it seems that Tanaris, Ungoro and Silithius will be the only place to level between 50-58 so it would make sense to have an easy way of getting to Tanaris after finishing in Northern Eastern Kingdoms. Maybe they'll also stick some sort of fast link between Everlook and Gadgetzan (Teleporter?) as well so those finishing in Winterspring can get down there quickly as well?
