don't know bout haste cap but hit cap for all specs is always 17%. that doesn't mean u need 17% from gear alone. cause frost tree and arcane tree has +hit talents that help reduce the amount u need from gear and/or gems and of course ablities from other classes and/or draenei racial.
TTW/Fire spec is unable to get those hit talents. If you have those talents, you are doing it wrong. If you consistantly raid with a shadow priest or a boomkin with imp faery fire then you need 14% hit on your gear to be capped, if you dont, then you will need the full 17%. There is no literal "haste cap" as it would take more haste than you could ever actually get to cap fireball at 1 second (or even 1.5). However, the value of haste is dependant on the rest of your gear, and the best way to figure it out would be to get a mage spreadsheet or similar tool (personally, I use Rawr). Rawr is really useful because it calculates the relative dps value of each piece of gear, and you can plan upgrades accordingly. It does take some setup though (the default settings as I recall assume no raid buffs in a 5 minute tank and spank fight) and so you'll need to do some configuring to get accurate results, but the effort is well worth it IMO.
