Pre-WOTLK, Gnome - Escape Artist saved me so many times.
Now that we have Demonic Teleport, I'd say Blood Elf. AOE silence is insane, as is the innate magic miss rate.
PVE it's always been about the Orcs.

For horde id go undead, alliance hmmm well humans got a free trinket. But gnomes have escape artist which is also quite nice.
For pve i am tempted to change to orc once I can (currently undead), but im a sucker for looks and while undeads look great. Orcs jsut look retarded.
