Two piece rogue Tier 9 question

Does anyone know if there is an addon out there which notifies you when this effect goes off? I've had 2 piece Tier 9 for some time now and I haven't once visually noticed any indication that it's actually happening,.. if it is, it's just going on inbetween my abilities and I'm not noticing.... does it even work?

Power auras, needtoknow, elkano's buff bars. Pretty much anything that lets you monitor buffs/debuffs in a customisable bar.

And it does work, just has a terribly low proc rate (2%)
