1. You might want to specify what set, and then what is wrong with it.
2. I see nothing wrong
EDIT: Just noticed that Elemental said "Decreases the cooldown of lavaburst by 15.0 seconds".
Yes it is a bug/missmine. Quite self-explanatory

Bug or not bug (well, we all guess it's 1.5s) this bonus can have a big impact on glyph choice since it will change considerably the lightning vs lava burst total damage ratio.
