actually this type of hat is modeled after a religious garb of a catholic sect, one of those ones what torture themselves etc.
they where also worn around the time of the black plague where priests would condemn houses to quarantine and were in style for the inquisition where religious figures captured and tortured anyone they felt like often maliciously.
