ArP hard cap

One simple question: is it possible to reach 100% PASSIVE ArP keeping hit rating and expertise capped for an arms warrior?
I tried to do some "experiment" and I found out that with the gear I have at my disposal and re-gemming full arp is impossible to reach 100% passive arp having at the same time at least 263 hit rating and 22 expertise (with strength of arms 2/2). I could reach about 80% passive arp (including battle stance bonus, T9 x2 bonus, elixir of armor piercing and hearty rhino) keeping hit and expertise capped.
Could you give me some suggestion about the equip needed to reach this goal? According to me it is really hard.
Please let me know what do you think about this.

It is very possible. Even possible as fury. So no problem as arms, especially if you can get your hands on a mace

Yes hardcap. I have actually crafted a list with 100% arp as fury. It requires good gear, but possible

On topic: Im not sure for warrior but for hunter im pretty sure its not possible even with best bis gear. I havent actuelly done any calculations but a friend almost as good ArP gear its possible to get and he is only on 80%. But when ICC hits im comfinent it will be possible

!THIS IS AS FURY! So it's 100% pure stacked brilliant armor pen.

This is actually just items from Normal 25 and Heroic 10 man with the exception of the boots which is FC 25.
Now if you got that far, getting two x DBB shouldn't be a problem. Making the whole thing a lot easier if you upgrade some pieces to heroic, but for the most part. These pieces are pretty easy to come by.

You also probably want to replace the helmet with the t9, as the 4p is probably worth more than the %age emblem helmet give you. If you get your hands on a few heroic 25 man pieces as well, you can still reach 100% with t9 helmet.

It's 'easily' possible as arms to get hardcapped ARP while at the hit/expertise caps, granted, that's full BiS but doable before that point at the expense of AP.

Here's a build for 100% with armor pen food only, nothing from Htoc 25man, and only 1 piece off of htoc 10man.

If you aren't an orc w/ axe racial, you might need to use an armor pen elxir + gem expertise or vice versa.
