Ok... So with tweaking things from everyones suggestions this is what I've got now. Obviously not much different.

It's geting much better. One more thing from me: The bar with Character/Quests/Settings/etc. that you have on top of action bars is not that important to sit there. You can arrange it's buttons at 5x2 or even 1x10 and put it somewhere near the edge (between Pally Power and consumable bar).

Also you can try AutoBar addon to replace your consumables bar. It shows consumables you carry in your bags and give them priority. For example if you have HS and Health potions it will show HS at it's "healing" button and when you use it, it will start showing the potion.
